I agree. However, I just don't think he is capable or willing (I haven't yet figured out which) to do that. His definition of "smart" government is far from mine.

BTW, Ayn Rand was a survivor to the horrors and ultimate failure of an all powerful socialist system that dehumanized and murdered millions, she knew what she was talking about from first hand experience.

It's an illusion statement though. Obama's view of smart government is big government or at least bigger than we have now. It's slight of hand.

His agenda has done nothing to make government smaller but much to make it bigger (if he can achieve his agenda). Claiming small vs. big is a non-issue is misleading at best.
