Off-Setting Penalties

It seems that when two teams have offsetting penalties nothing really happens besides the ref saying they both commited them... when you have off setting penalties especially personal fould... it doesnt really penalize anyone. I dont know how you could change this but it just seems to me that players arent as reluctant to commit personal fouls back to a player if all its gonna do is offset. any one feel me?

I've always thought that football should adopt a rule where the offending player(s) had to actually leave the field for several plays after committing a flagrant personal foul.

a penalty box like that canadian sport (I like the idea too)

...or maybe just make the offender play the next down without a helmet.

Good idea, as long as you are not the official in charge of enforcing that one.
