The play will count. KSU will get the ball on the penalty that will go against OU.

My knowledge on what constiutes a fair punt/onside kick is not what it should be, I'll admit that.

I don't know if they can over-rule this. The camera angle isn't in line. It is behind the line so it is hard to tell where the OU player was, IMO.
