It's not really uncommon. TN is open carry with permit. Some states allow open carry without even a permit, only that you are not prohibited from carrying in general. (felon,etc)

Alaska is also open carry. Of course, you're dealing with animals 5x the size of you roaming the streets, too. I once saw a 1,000lb moose in the Wal-Mart parking lot when I lived there...
