The cost of helium is a huge issue these days ….
It used to be $40 a tank - now it’s like $800-
This from Clemson person as part of why they don’t release balloons anymore - that and the sea turtles eat them supposedly….

The turtles do eat them thinking it is a jellyfish. Usually kills the turtle.

An empty ballon on a chair would fix the helium issue. What adult can't blow up and tie a ballon?

The sea turtles of East Tennessee will just have to deal with it!
