Basically it O'Reilly plays a clip of franks a few months back saying that" at this time Freddie/fannie aren't good investments, but they are solid and stable. O'Reilly says people lost money by investing in them going off the portion saying they are stable and solid and will be fine. Says it cost investors millions. Franks said "but I did say that they weren't a good investment at this time" Then they basicly start screaming at each other for the rest of the interview Bill not admitting he said it was a bad investment, and franks not admitting he said they were solid and would be fine. It ends with Bill saying that he should be a man like the SEC guy and admit he screwed up, and franks says being a man is overrated and all O'Reilly thinks being a man is is yelling.
