As long as a race feels like a victim (rightly or wrongly so) then we'll have racial tension. We're getting closer to an integrated American society, just not quite there.
As long as that victim continues to be exploited to advance an agenda, then we will continue to move further and further away from racial harmony.

The way I see it, is that persons could care less about race. Peoples, unfortunately, do.

Of course, I feel this same paradigm applies to most instances of "injustice" in America.
