Outdated meaning receiving recruiting material on recruits that are already in college. Allegedly

You pay someone a large sum of money to steer a recruit in your direction.

Then, in order to make the payment look legit in your books, you receive information on a class of recruits that is outdated.

Then, you hand-write thank you letters to the recruit handler for his help in the recruitment of said players, just to throw the NCAA further off of anywrong-doing...

From what I understand, this originated w/ Chip Kelly at OU. He was desperate to show something for the cash that Will Lyles received from the program. So he handed over some old recruiting information.

I could be wrong, and I have no link, but I remember hearing/reading this somewhere.

Schools are paying for information that they don't want in writing. They don't want everyone else to know whats going on. But in order for recruiting services to get paid they have to write something down, so they just make up something.
