Question about the Transfer Allowance with USC players

I know that this season USC juniors and seniors are allowed by the NCAA to transfer to another school without having to sit out of playing for a year.

I couldn't remember though, is this something that will only apply for this year or does it apply for both seasons of USC's bowl ban?
