It makes perfect sense. If you’re a bagman, and you suddenly are expected to give double the money to some guys that are obviously reckless, you’d chicken out. That's like getting a speeding ticket and telling the judge everyone else does it. While it's true, you're the one that got caught. Everyone knows it happens everywhere, UT was stupid about it.
