An MOU can be signed. Doubt it would be an actual contract until CBJ is officially fired.

Technically he could. An MOU is an “Memorandum of Understanding.” Basically it’s an agreement that is non binding. He would still need to sign the actual contract. I don’t think that’s what happened but you never know.
