Regulate - Who Regulated?

Please help settle a dispute I'm having with a buddy at work.
In the song "Regulate", does Warren G participate in the regulating, or does Nate Dogg deserve all the credit? Who regulates?
Nate Dogg alone
or
Nate Dogg AND Warren G

My friend's argument is that Nate Dogg was just being nice to include Warren G in the comment about having to regulate. Warren G was in the middle of getting jacked when Nate showed up to help. My argument is that they both then regulated. He says that Nate Dogg saved the day while Warren G was still wishing he had wings to fly.
He thinks Warren G was, perhaps, just another geek off the street, while I think he's being too cynical.
Thoughts?

Yeah technically Nate Dogg had to make some bodies turn cold. So he did the regulatin'.

Well Nate had to make some bodies turn cold and he had 6 in the clip and one in hole. So it leads me to believe nate did the regulating but he included warren g in that statement bc he knew the next stop was gonna be the east side motel and warren needed the street cred with the ladies.

Nate Dogg was a good friend no doubt.

Was it not 16 in the clip and one in the hole? I may be wrong.

I'm inclined to say that Nate Dogg did most of the regulating but it's open ended as to whether or not Warren G was involved in said regulating. He was getting his rings and Rolex taken but then glanced in the cut to see his homie Nate. It was at this point that Warren G might have thrown himself headlong into the regulating while Nate was making bodies turn cold. All that's certain is that they both ended up at the east side motel with some ladies. The true extent of Warren Gs regulating probably went to the grave with Nate Dogg. RIP

Nate is the master Regulator. Hey had hookers looking so hard they straight hit the curb when he was riding solo. Then he switched his mind back into freak mode after he got done saving Warren's bacon. Warren G was just riding coattails at that point.

I feel like Interscope would have done some fact-checking before releasing the record. Surely the producer would have gotten a take where just "Nate Dogg had to regulate" if Warren G really had no part in said regulating.
