RPI is an odd bird.
Texas remains ahead of Tennessee despite having worse numbers in most category except moderately better non conference strength of schedule.
the Vols have a better overall SOS. Better record. Better record against all tiers except 3 where Tennessee has not played a current team.
I guess the slightly better conference record prevails despite being a statistically far weaker conference

RPI is a bit flawed but is just an index. The records in the quadrants aren’t calculated in the formula itself as the formula helps create those quadrants. Conference records and non conference records don’t matter either.

Strength of schedule, record, opponents’ records, and whether wins are at home or on the road are the essential factors.

Just with a quick glance, Texas and UT are very close. But the 3 neutral losses for Texas are “better” than the 3 extra home losses for UT. That’s what puts Texas slightly ahead.
