Rules Question- defense player holding offense player down after whistle

In the USC- ND game, a ND player was holding down the USC QB from standing up to run a new play at the end of the game when the time was very short. A USC player pushed the ND player off the QB and got a flag for a personal foul. My question is, is it a penalty for a defensive player to impede an offensive player from standing after the whistle has blown to delay the offense? If not, I think there should be a 2 or 3 second grace period after the whistle, but after that time interval, it should be a delay of gamer penalty on the defense to hold down an offense player to delay the offense when time is of the essence.

It's a delay of game, I think, to keep a player from getting up.
