I’m not aware of a rules change but I have seen this twice in the SEC this week. In Florida MSU game, Florida just walked. MSU throwing it in on baseline. MSU player moved six feet before throwing it in. As far as I know that is a walk. Not called. Saw the same thing on Wednesday.

I remember when the inbounding player (other than after made baskets and free throws) had to keep one foot planted as a pivot foot just as if he had the ball on the court. I gave no idea when the rule was changed allowing them to hover in one area.

I’ve noticed all season players have been getting away with what in prior seasons would have clearly been called a travel violation. I’m wondering the same - is there some coordinated effort to ease up on traveling calls?

I believe the rule was changed sometime in the recent past to allow players to move within a 3 ft area on an out of bounds deadball. That is subjective, I guess, and left to the referee's discretion. After a made basket, or a timeout following a made basket, the inbounder is still allowed to roam the baseline with no restriction. The rule about having a pivot foot on an inbounds play has been obsolete for a few seasons, now.
