If you were to tell doctors you get a certain amount of money to treat Jim Smith, who has a certain form of diabetes, say $10,000, every study shows that you'd save hundreds of billions of dollars without cutting benefits to people. That's what Democrats stand for."
so maybe someone can explain why the Ryan bill is such a failure but this is a good idea?

Also, what happens if the $10k runs out? I'm guessing there's another plan in the works to make sure the patient isn't left with a huge bill?

I believe that he's basically describing capitation - which definitely results in cost shifting and cherry picking patients.
