Well, there is some logic to this, though it is not usually done in a formal, public way. Perhaps the best example is the common practice in the 70s of paying "protection" money to your local Italian mafia in NYC. They did tend to protect the neighborhood from any other criminal element operating in it and of course, you were "protected" from their own regulated activities. I must say we have come a long way, though, to consider giving them public buildings. Still, I suspect that there was a payoff where the city used a slush fund to pay off BLM in some way.

Those George Floyd riots and lack of response were an open door to the chaos we see today. It is laissez faire hidden by some perpetrated societal and political grievance and identity politics. Lawlessness is justified.
The Radical agenda is social retribution...we see it with the smash and grab, leniency in punishment, no police, beat up or kill some random white person. Open Season.
