Senate passes $1 billion 'cash for clunkers' program over strong Republican opposition

WASHINGTON (AP) -- Congress approved a "cash for clunkers" program Thursday to provide government incentives of $3,500 to $4,500 to motorists who trade in their gas guzzlers for more fuel efficient vehicles after Senate Democrats narrowly defeated a Republican effort to kill the plan.

Auto state senators said the program would help hard-pressed car dealers and automakers by bringing buyers into showrooms, and they got help from President Barack Obama and Vice President Joe Biden, who made calls to wavering Democrats urging them to keep the plan alive.

"This is an emergency for families and small businesses -- for an industry that has been the backbone of our economy for a generation," said Sen. Debbie Stabenow, D-Mich., who sponsored the proposal.

Opponents said it would increase the federal debt without doing much to get expensive-to-operate vehicles off the roads.

$1 billion is spitting in the ocean compared to our $3+ trillion budget. I could actually think of 100 other items that are more egregious than this. Not saying that I like this proposal, but if you look at it with some idea about the federal budget, you could probably make an arguement that $1 billion isn't enough to do what they are trying to acomplish.
If the average check is $4000, that comes out to about 250,000 cars, which divided over the total car market would be a ripple. However, this could get a bit more sinister if they bill requires the person to only purchase from particular brands (e.g. GM, Chrysler). Then it becomes an automotive version of W.I.C.

so what happens if someone got a new car but their c4c is not funded? Do they now owe more money, the dealership gets screwed or does the gov't step up to the plate?

just wait until the "Cash for Cancer" is rolled out

The justification for rolling out cash for clunkers was that we would be saving energy by having people trade in their old gas guzzlers for more fuel efficient vehicles.

They could very easily save money in the healthcare system if we turned in all of these cancer patients with their expensive treatments and paid people with $1000 health credits for their families. Just think, you could turn your father in to the hospital of your choice where he can be euthanized and have some of your family's out of pocket medical expenses paid.

nah... they'll pump him full of painkillers and make him captain of the remote in the waiting room for young, "promising" patients..

i'd LOVE to know what % of people using this program would have bought a car anyway.

I have a very small sample size but 2 people in my office did it and said they were looking but this convinced them to buy.

i know for a fact that people here in ATL are buying $500 cars at the "tote-the note" lots and trading them in for new cars, especially at Dodge dealers since they are doubling the cash

I stand by what I said earlier in the thread. 250,000 cars in a country that buys around 10 M new cars a year is a ripple. Yeah, this quarter, sales will see a significant boost, but throughout the year, will that 250,000 really amount to much of anything significant? I mean, 250K is ony 2.5% of 10 million. Is that going to be the catalyst that jump starts the auto industry?

Again, there are far more egregious ways the gov't spends money. This is probably at the bottom of the list. But I'm not certain this is going to have much of an effect on anything.

I totally agree with you Ras, my point is that it is just another government program that is under estimated and under funded, just like health care will be

These are the people that want to run healthcare? They couldn't even run a used-car dealership if they wanted to.

Unf*****g believable. The House just approved 2 billion more for this.

Further highlighting a second point I made earlier in the thread, you could make an argument that 1-3 billion may not be enough to accomplish what they are trying to do. Hell, 3 billion dollars is peanuts compared to a 3-4 trillion dollar budget. They could probably find 10 billion laying around some of these other agencies with very little effort if they really wanted to get serious about it.
