It's pretty simple: MLB could care less what you accomplish in amateur baseball. They are more concerned about what you CAN become. One is based on production at a lower level (college, HS, etc) and the other is based on potential (what you can become at the MLB level). You will even see guys with great stats in AA or AAA never really get a chance at MLB level (Alan Cockrell is a great example of this).
