Somewhat Graphic Pic Dog's Lower Jaw Shot

Someone had a post on that “neighbors” website asking people if they had seen their all white husky that escaped from its leash. Within a few hours they updated saying their dog had been shot and killed on someone else’s property and that they shooter claimed he thought it was a coyote. They went on to say that the sheriff’s department said they couldn’t do anything about it and that people close by are pretty sure he’s killed other local dogs well.
Some people are just rotten.

I don't get it. But this case is Michael Vick like. Shot at point blank in the jaw.

Why can't the sheriff's dept. not do anything?

According to the dog’s owners, they were told since there are no witnesses they have to go on his word that he thought it was a coyote trying to get into his house and he was afraid.

So if the owners did the same to the guy who shot the dog it would be fine if there were no witnesses? Just say they thought he was a coyote?
