they can make more in net interest margin, but all are afraid of the regulators poo-pooing a new loan and making them write it down immediately, thus wiping out capital. It's much less risky to just take the free spread, let it cover operating costs and make margin on the loans already on the books. Doesn't work for growth and isn't long term, but it's a good way to ride out the storm.
