On closer inspection, I don't think those specks sparkle. I can't find any in the photo that are reflecting light.

There are bits of shine off the helmet itself, but I don't know what those speck are or do.

Around 2003 or 04. HD cameras made plain white helmets appear yellow on TV, so virtually every team went to that slight silver spackle around that time. You only notice it on super up close shots.
