We have to face it there are two worlds of immigration right now, the well documented engineer from India with a job offer in hand flying in (one example at one extreme) and the guardian less 12 year old MS-13 member walking across the southern border (one example from the other extreme) Some where in between there has to be a line of acceptable versus not acceptable and there are politicians that will never agree or more importantly work to agree on that point.
There's also the other path. If you limit both and provide the right incentive - pay and nothing if you don't work, then we can grow our own engineers again. I'm one of those old engineers with a very bad attitude. The corporate guys saw us as too expensive and too vocal about their stupid ideas. Those Indian engineers were good, cheap, and not willing to bite the hand that fed them even if they knew what they were told to do was wrong.
