So of all the billions that have been paid back and the CBO estimate that in the end it will cost taxpayers around 25 Billion, my question is what's being done with the money that was paid back?

It's already bled out beyond the scope of TARP (e.g. auto bailouts).

There is zero doubt it will be redeployed to other spending.
