Teacher pay in Middle Tn vs East Tn

Basically an elementary teacher teaching in Middle Tn makes around 31,000 starting pay.Johnson City area, 35,000 starting pay.Demograhics concerning African Americans and Hispanics is basically 1% student body in Johnson City and 25% Middle Tennessee.I just wonder why the pay is so different and I know having a language barrier with teacher students especially when parents speak very little English it is harder to teach these children YET pay is alot higher where this problem is non existent.Why is that?

Tax bases in the Johnson City area allow for a higher pay median? In middle tenn with the exception of possibly Cookeville there are few towns that have employers that pay highly enough to attract a wide range of merchants...if it's not that I have no answer.

What are the economic demographics? I would think E TN has higher economic demographics as well. Counties with more money will put more money into education. It's the same here in GA. N GA schools pay more than Central GA schools. Central GA is much poorer than N GA.
