The first could be asking one of two things.
Can the Rangers pay the rent while boarding on the border, or will the Rangers be water boarding illegal aliens??
The second is either promoting Aspen institute or referring to global warming and melting glaciers in Greenland.
Personally I'm all for melting glaciers in Greenland, that would make some great pasture land.
As for AP (arab press) I hate their freaking guts from way back in the sixties and never ever trust anything they have to say.
