Lets say you want Ronald up, but Ronald is standing on second? Are you allowed to pinch run for him? Does it have to be someone not on base? If you use Ronald from second is the pinch runner burnt? Does Ronald have to leave the game? Do they just use the last out?

If this rule does happen. I think there needs to be a cavat...... the other team can bring in any pitcher they want regardless of the 3 batter minimum stuff.
