I'm not naive enough to think that the methods for obtaining these rides comply with NCAA regulations. But it is literally happening everywhere, and the NCAA doesn't seem powerless to stop it, they seem to genuinely not care.

That is just not true. Donte Stallworth used to drive around in the biggest POS Pontiac I have ever seen. The only player I ever saw driving a nice car was Casey Clausen (tahoe) and that was b/c his parents are loaded
The NCAA has looked the other way on cars for years, way too easy to hide, manipulate the paperwork to make it all legal under NCAA rules.
