Doesn't appear to be breaking into but does appear to be looking for stuff you aren't authorized to look for or at a minimum following a paid request to find a pattern in data you have access to for other reasons.

Even if the tech company skates (I assume they are cooperating) the fact remains that it appears the Clinton campaign both orchestrated a false narrative and fed it to Intel to first stop a political opponent from winning and then when that failed undermine their legitimacy. Plenty of evidence the higher ups in Intel knew it was bogus and played along.
