I've seen several debates on using sampling to improve the accuracy of the Census. It's a bit convoluted sounding but the result could be more accurate since the Census does not use any extrapolation - if a group is under-represented then they are under-represented.

Of course, the Constitution calls for a Census so it's debatable if substituting sampling would be legal. it would be a heck of a lot cheaper though.

The problem is the sampling and where it is applied. They consider that minorities, immigrants (legal and illegal), and anyone in urban areas are underrepresented and the sampling is typically only applied in these areas. To ensure more money is dished out to the urban areas, they need higher numbers. To ensure more minority representation in Congress they need higher numbers. Social engineering at its finest.
