say Ohio State has all 5 of the suspended players return next season and the coach allows them to play in every game.

Would the NCAA remove them from any further competition?

What are the penalties for any team ignoring a fine/suspension/ruling from the NCAA?

If they were to play in the games in which they were supposed to be suspended the games would be forfeited IMO....just like using an ineligible player

They should be able to win all or at least 4 of the first five games next year.

Major, Major sanctions. SMU-type sanctions.
I doubt it would go that far. The issue would probably be resolved as soon as the players played in the first game, too. I doubt the NCAA would wait 5 games to punish the Buckeyes for it. It doesn't matter, because it won't happen.
