I think so. I expect Manning to be decisive so he can start working on a playbook, and get to meeting with coaches. If he goes with a team that has a new hire coach, I believe they can have a mini-camp April 2nd. If not, they wait until April 16th.

I thought so too, but checked and the first season in TN was 1997. Technically you are right since they weren't the Titans until '99.
