Which situation did the NCAA handle the most incompetently?

A) The rushed clearance of Cam Newton stating that since Cam allegedly had no knowledge of his father's pimping him he was immediately eligible.

B) Finding that tOSU players had violated rules but deferring the punishment until 2012 to permit them to play in the bowl game.

"A" Because the public didn't even know he was "ineligible" for that one whole day which in itself was a load of crap.

Because you said "incompetent", I will say B. Tressel (and I'm fairly sure some other folks and OSU) lied to the NCAA, and the NCAA was incompetent enough to believe the lies, and wound up getting humiliated.

The Newton situation didn't reflect incompetence so much as it reflected a willful disregard for precedence and common sense.

Isn't the logic the NCAA used to keep Newton eligible the same as the logic they used to end that Baylor kid's career?

The committee on eligibility uses a different set of criteria than the committee of infractions. Both were lame rulings but at least the incompetence was consistent in both cases. While the NCAA may have bungled the initial handling of these cases with a very limited investigation, there will probably be a more extreme punishment for the school if after methodical investigation the NCAA finds issues with Newton. Eligibility is the school's responsibility first and foremost.
