Why Did NO Mayor Not Make THESE Buses Available?

The link shows only a portion of the buses that could have been deployed prior to the storm to evacuate thousands of New Orlean's citizens.

Why weren't they made available?

Was this a faiure of monumental proportions?

These buses could have saved thousands of lives had they been put to use. Instead, the Mayor allowed them to be flooded by his inactivity.

A mandatory evacutation should have been just that.

All resources in the city should have been put to use. What a tragedy.

It's my understanding that there were city busses making rounds prior to the storm with an offer to help evacuate anyone.

That's not to say that everyone could have made it out, but that the public transportation system was available for evacuation purpose and for the some reason(s) many of those left behind had passed on the opportunity.

It's hard to understand why these vehicles at the very least weren't placed on high ground in order that they might be used in the event of an after-storm exodus.

FEMA is not the only ones who should be criticized in this. The local government should have enforced the mandatory evacuation.

They urged people to leave, but gave them the right to stay.

They aren't giving them that right today.
