First of all, polls are as much based on results as potential and expectations. Secondly, WVU is only 2-0. With a home win over a bad Mizzou in their first game, and a 3 quarters of sucking against a below average FCS team.
Sure, Georgia struggled with a league opponent on the road. That's called college football, and you take that W any way it comes.
Also, they're WVU. Their ceiling in big boy football has been 7-5, and below .500 in league. Why would voters put them in now, just to inevitably take them out when they're fighting for bowl eligibility? I watched some of the Mizzou game, WVU is going to struggle to score enough points to beat anyone not named Kansas and Iowa State in their league (just like every year since they joined).
Some other teams being left out that have comparable or better resumes: South Florida (3-0),Minnesota (3-0), Wake (3-0), GT (3-0), Maryland (3-0), Army (3-0), Boise State (2-0).
Oh yeah, it's week 4 and outside of the Top 10-15, no one has a shot at the playoff anyway. So who cares.
