Yep - look at the projections for HHS, they more than double from 1997 to 2011.

Social Security (off-budget - whatever that means) also almost doubles.

As for Exec Office anomaly - that is due to the Iraqi Relief and Reconstruction monies (allocated by Congress in 2003) coming out of that budget.

HHS spending can be "blamed on" 9/11 since the CDC has been a huge recipient of money since 9/11. We've been the beneficiaries of that here in two CDC locations in GA.
