While I don't understand DAVOL's sentence -- I read the article.

The Crooks and Liars blurb takes it too the extreme (no surprise).

Patreus is changing emphasis and strategy. First the complaint is that Bush and Co. are inflexible and will not change strategy. Every time they change strategy, they are criticized for not doing what they said they were going to do (strategy wise).
