I don't see why they couldn't. It was already appropriated money to be spent. In contrast a killed proposal for a program that is requesting X dollars would not be a savings. It should only count savings on money already staged to fleece the taxpayer.

If it has been appropriated, retracting it would be a savings. If it's in the budget, culling it would be a savings. If it's a money laundering agency, shutting it down and revamping it would be a savings. You can't save what has already been spent.

It would still be a savings. On my production line, if I run a lean event on a manufacturing part that has been experiencing 30% waste that will amount to $250K loss over the next 9 months, and the results reduce waste to 7% and $225K savings, it is still a savings because we prevented a loss...
