Can someone explain how fake offers work?

I thought that was a Bama only phenomenon when they didn't land a player they wanted.

Recruiting analyst found out that he was making up most of the offers that he was claiming to them he had
 
he did an interview a while back where he named his offers. he named 5 offers and those were 5 of his top 6. the other in his top 6 was UT (with no offer)

This. Even sometimes coaches "offer" a player but don't send them a written offer letter after the Aug 1 start. I would bet TK and Vic didn't get a lot of written offers because they are VFLs. Even though they had commitable verbal offers from a lot of schools. There is also a limit on offers you can send right?

Yes, the limit is 200 written offers or atleast that is what it was in 2011 can't find any more recent articles mentioning the number so don't know if it has stayed at that or changed

I had forgot all about this guy and hoped everyone else had too. He's like the 236th ranked player in the state of Florida on 247. Most likely he claimed he was offered by any school that sent him a letter even though most didn't offer him. He might end up at Indiana if he gets a legitimate offer from them. Let's move on.
