my limited understanding is they compare votes coming in to what they learned in exit polls and based on the registration of the precinct. So if Fulton Co ATL was yet to report and had a 60/40 D split and exit polls confirmed that people were voting 60/40 then they'd take the tally of votes in Fulton and assume they were 60/40 and add that to the imaginary tally.

It just seems that they're all running with different numbers IMO, which you can see in when they make their predictions.
