So by my math (which I admit is not great) it appears that we could have Biden with 269 EC votes at the end of the election. How would it be decided if that is the case? What is the "tiebreaker" so to speak?

There has been enough anecdotal examples to suggest a possibility of larger spread fraud and it should be looked into. Not saying there has been but a review is in the best interest of our republic.
