Biden is going to put day to day power back into the hands of those in the institutions that know how to manage the day to day issues. A huge part of the problem was that Trump was absolutely obsessed with immediately attacking anyone that he felt did not embrace him and congratulate his brilliance.
And so, for example with medical issues and the virus and FDA or CDC, he got in there and started micromanaging so as to always make himself right. This led to chaos, uncertainty, constantly changing norms and advice.
I get why it might have been personally satisfying to a lot of people to have him do that -- because he sold it as shaking up the Deep State, or running off bureacracy -- but really it was just about Trump controlling things at a level that didn't make sense. Its a function of his lack of faith in those institutions and his naivete in how to deal with them.
