Any time you have a negative vote count it's really problematic. First we don't have the option of casting negative votes. The other option is a vote "correction" by somebody. The question is how does a legitimate somebody reverse the count or correct the count without flagging it and otherwise logging the entry? If that's the case, where is the log, and why hasn't it been discussed. If it was done for a legitimate reason, there's nothing to hide. So "who caused the negative entry and why" should be the first question anyone should ask the election commission, and the first question the person certifying the results should ask and have answered before signing. Bad practice to sign with a blatant irregularity staring you in the face.
