I agree they definitely should have brought that to a vote. The problem is not so much Republicans and Democrats. Its the establishment as a whole. I feel like for the majority of the time its all just a big pony show and they don't want to fix anything.
What would be even more significant for a struggling family is to allow them to go back to work as normal and stop trying to pay us off $600 at a time. $1200 was crumbs because there was an election coming up and your plastic hero didn't want Trump to get credit for those crumbs. $600 is now considered significant by your same plastic hero because there is no way for Trump to get the credit.
