Yes, but just because you are a legal immigrant doesn't mean you have the right to vote. People with the right to vote have the same interests as you and me.

There are people here on work/academic visa. There are people here with temporary protected status (like the Haitians he threatened to send to Venezuela). This all falls under legal immigration.
