The reason he wants quantitative easing is because it will make his fake economy look better, so I'd say he understands enough monetary policy to be dangerous. The issue is that he's a hypocrite and that he either erroneously maligned China for manipulating or he's guilty along with China of advancing policy that is legitimately unethical.
