(1) Admitting that Trump can't push anything through Congress (both because he's clueless how it works, and clueless what he wants), or
(2) Pretending to be dumb dumbs about how the legislative process works.

He couldn't push much through congress because the do nothing Rs in the house lead by Ryan were worthless. That is the reason the Rs lost the house which is now lead by Pelosi who isn't going to let anything that gives Trump a win see the floor for a vote.
