I'm sure there are some users who try to be high 100% of the time, but that requires smoking multiple times per day. You seem to still be conflating legalization of marijuana and the legalization of driving while high on marijuana, and that people who want marijuana legalized are OK with driving while high on it. That'd be like saying that people who think alcohol should be legal (which is basically everyone) also think drunk driving should be legal.
