I see no reason to change this rule. While they're at it, why don't they take away the players ability to call timeout altogether.

You're probably right that the rule is no big deal. But it just seems like a player should at least have possession on the court in order to be able to call timeout.
I pretty much agree with GAVol on this one. I think a player should have possession of the ball before they can call a time out, and I don't see how a player can obtain possession without first landing (in bounds).
