If you really want to know the biggest reason Bin Laden decided to attack us on 9/11 you have to look no further than Saudi Arabia's response to his offer to help during the Iraq's attack on Kuwait. He considered it to be a slap in the face and a personal insult.

The Saudi's knew Bin Laden would use the situation to cleanse Iraq of unwanted sects of Iraq's population, and the Saudi's knew it would look as if they helped in doing so.

You are correct about consequences but many times you are put in a no win situation and have to effect the best possible outcome for your interests.
